World Wide Baseball Federation Rules

 

 

 

I. Introduction
Premise

The WWBF was created for historical baseball fanatics to pit their baseball knowledge against others. The league consists of 2 leagues containing 2 divisions of 6 teams. Over 20 countries are represented in this league. The team names and cities are fictional but the player pool consists of the real baseball players in the 1970 season.  Starting with the 1970 season, WWBF will use OOTPX.

 

Players
The player base of the league is real baseball players from the 1970 season.   The league will import real rookies each season.

 

Initial Draft
A ten round initial draft will be conducted to build the base of each franchise and the computer will complete the team rosters.

 

II. League Setup
Basic Setup
* Financials are enabled.
* Scouts and Coaches are off.
* No DH.
* Simulate Minors is enabled.
* Injuries set to very low.
* Ability Ratings are set to 1-10 scale.
* Talent Ratings are set to 1-10 scale.
* Other Ratings are set to 1-10 scale.
* Star rating system is enabled.

* 40-man Roster Rule: Enabled.
* Waivers: Enabled.
* Waiver Period: 14 days.
* DFA Period: 21 days.
* Minor League Option Years: Enabled.
* Rule 5 Draft: Disabled.
* Salary Arbitration: Enabled.
* Minor League Free Agents: Enabled.


Financial Setup

* Salary Cap: None.
* Salary Minimum Cap: None.

* Team Cash Maximum: $14,342,887.
* Minimum Player Salary: $33,026.

* Revenue Sharing: Luxury Tax

* Soft Cap (% of average payroll): 120%

* Tax above Soft Cap (%): 20%

* Average Media Contract: $2,016,682

* Media Contract Fixed: No, based on team market size

Misc. Setup
* Playoff Mode: Divisio winners qualify.
* Allow trading of recently drafted players: Yes

* Allow draft pick trading: No

* Amateur Draft: June 15, # of rounds based on # of players imported.

Simulation Schedule
Sims will be run on Tuesdays, Thursdays and Sundays @ 7pm CST/9pm EST with sims spanning 7 days of league time.  Lineups should be submitted via ftp to server 1 hour prior to the above sim times.

 

Schedule
The league will play a 162 game schedule within each league. The division winners qualify for the playoffs. There are two rounds of playoffs, the League Championship Series and the WWBF World Series. The LCS is the best of 7 games while the WS is the best of 9 games.

 

III. Duties
Commish – Daniel Stamey
The duties of the commish will entail, but not be limited by, the following list of duties:
● Process sims
● Upload new league files
● Maintain the website (with owner's help with articles)
● Handle offseason duties

 

Assistant Commish – Chris Robillard
The duties of the assistant commish will entail the same duties as the commish when the commish needs to be absence.  Additional duties include:
● Discussing any issues with the league presidents to keep issues at as low a level as possible
● Raising issues to the commish when the issue cannot be resolved at the assistant commish's level
● Serve as part of the league's trade commission when a questionable trade has been made
● Any other duties as determined


Owner
GM duties are listed below:
● Submit lineups timely
● Submit articles on the website periodically
● Make decisions in the running of his/her team
● Submit any ideas they have to commissioner
● Posts on the WWBF Forum

 

 

IV. Trading
Basics
The league makes no boundaries with regards to trading, but all trades will be reviewed to maintain a resemblance of equality in each trade. That being said, only an OBVIOUSLY one-sided trade will be vetoed. Amateur picks (current season) may be traded.  Trades may involved teams from any of the three leagues.

Deadline
The trading deadline is July 31. The sim that would normally end July will be stopped on July 31, to allow trading prior to the next sim. Deadline deals must be posted/confirmed prior to the sim times already stated in this document.

 

Procedure
Both owners must post a trade on the league forums for the trade to be 'official'.  Only very questionable trades will be reviewed by the league trade commission (Commissioner and Asst. Commissioner).

 

V. Free Agency
In Season
Each team may make an offers to free agents in-game.  A Free Agent may choose to accept or reject any given offer. Players signing offers will be put on the team's Designated for Assignment list and will need to be moved into their appropriate roster spots for the sims.

Off Season
The offseason FA period will be simmed one week at a time until spring training. Owners may extend offers to free agents prior to each sim.

 

VI. Drafts

Amateur Draft

The amateur draft will be held on game calendar date June 15th.  The draft will contain X rounds being conducted with general manager input based on the # of players imported.. WWBF will use the StatsLab draft tool for conducting this draft.



VII. Roster Management
Hitters
Two Catchers (or players rated as C) must be kept on each ML roster. Players are eligible to play any position they have ratings for. Players can be put at any position, but you will likley cause more grief for your team than it may be worth. A player MAY learn a position if they are placed at an unfamiliar position in the minors or majors. They just may not be very good, thus limiting their effectiveness at that given position, and your team's overall strength.

 

Pitchers
Teams may use a 4 or 5 man rotation. SP may relieve and close, but MR must have ratings as a starter in order to pitcher in the starting rotation. MR may be used as a closer regardless of their designation.

 

40 Man Roster

Any player with a major league contract has to be on the 40-Man roster. A player may refuse to be demoted from any roster and you will have to deal with him accordingly.

 

The above rules are not 'all inclusive' and may be edited by management as the need arises. We are all adults here and we all know how to play this game, so play nice and, above all, HAVE FUN!
